The Emergency Home Energy Assistance Program (E-HEAP) assists low-income households with their energy needs. E-HEAP’s two programs – the Winter Crisis Program and the Summer Crisis Program each have their own set of specific guidelines for assistance.
Winter Crisis Program
The Winter Crisis Program provides assistance to eligible households that are disconnected, threatened with disconnection of their primary or secondary heating source, or have less than a ten day supply of bulk fuel. Eligible clients may receive assistance once per heating season.
Summer Crisis Program
The Summer Crisis Program provides financial assistance once per cooling season to an income eligible household member over the age of 60, a household member with a documented medical condition, a disconnection notice or have been shut-off, first PIPP installment, PIPP default or are trying to establish new service. An air conditioner unit and/or fan can also be provided if you have not received one in the last 3 years. This program is available July 1 - September 30.
NEW! Low-Income Household Water Assistance Program (LIHWAP)
LIHWAP is a federally funded program designed to help income-eligible Ohioans with their water and wastewater bills. Eligible clients at or below 175% federal poverty guidelines, who have been disconnected, or have a disconnection notice, or either need to establish new service, or pay to transfer service. The program will run from October 1, 2022 - September 30, 2023.
