Community Assistance

Staff work diligently to provide individualized assistance for families who are struggling to achieve and maintain self-sufficiency in Warren County.

Program areas include:

  • Community Assistance: Community Assistance will assist households facing eviction or a utility disconnect. Financial assistance varies and is individualized based on needs and available funds. Community Assistance staff will work to help individuals and families identify strategies in overcoming obstacles for the goal of becoming a self-sustaining household.
  • Linking the Community: The Community Assistance staff will connect clients with other Agencies within Warren County to provide additional services if needed. By linking households and individuals to other agencies, gaps in services will be avoided. Referrals to surrounding county and state organizations are provided as necessary also to assist household maintain future self-sufficiency.

Winter Crisis Program

Available from Nov. 1, 2025 to March 31, 2026

The Home Energy Assistance Winter Crisis Program (HEAP Winter Crisis Program) helps income eligible Ohioans that are threatened with disconnection, have been disconnected, need to establish new service, need to pay to transfer service, or have 25% (or less) supply of bulk fuel in their tank maintain their utility service. 
 
The program runs from Nov. 1, 2025 to March 31, 2026

Clients will need to bring copies of the following documents to their appointment: 
  • Copies of their most recent energy bills. 
  • A list of all household members and proof of income for the last 30 days or 12 months for each member. 
  • Proof of U.S. citizenship or legal residency for all household members. 
  • Proof of disability (if applicable). 
  • Proof of Supplemental Nutrition Assistance Program (SNAP) benefits
  • Copy of current lease

Who is Eligible for the Winter Crisis Program?

Ohioans with a household income at or below 175 percent of the federal poverty guidelines that are facing disconnection, have been disconnected, need to establish new service, need to pay to transfer service, or have less than a 25 percent supply of bulk fuel in their tank are eligible for the program.

For November 2025-March 2026, the income levels for households up to seven members are:

A household applying for HEAP must report total gross household income for the past 30 days (12 months preferred) for all members, except wage or salary income earned by dependent minors under 18 years old. Both homeowners and renters are eligible for assistance.
