Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) assists low-income households with their energy needs. HEAP’s Winter Crisis Program has a specific guidelines for assistance.

Winter Crisis Program

The Winter Crisis Program provides assistance to eligible households that are disconnected, threatened with disconnection of their primary or secondary heating source, or have less than a ten day supply of bulk fuel. Eligible clients may receive assistance once per heating season. All appointments are in-person Monday-Thursday only.

The Winter Crisis Program runs from November 3, 2025 to March 31, 2026

To qualify for assistance, Ohioans must have a gross income at or below 175 percent of the Federal Poverty Guidelines for a family of up to eight members, and 60 percent of the State Median Income for a family of nine or more members. For a family of four, the annual income must be at or below $56,262.50.  

To get started, Ohioans must register for an OHID account, which provides a secure and convenient way to access their HEAP account.  

Registration can be completed in these easy steps:

  • Visit energyhelp.ohio.gov, and click “Log into the EA portal.”
  • Click “Create an OHID,” and follow the six-step account creation process.
  • Ensure account security by setting up multi-factor authentication.

To apply for the program, clients are required to schedule an appointment with WCCS’s Community Assistance Department.  Appointments can be scheduled by calling 513-970-6737 or using the appointment request link: https://wccs.itfrontdesk.com/apptonline/landing.html?client_code=WARRENCC 

Clients will need to bring copies of the following documents to their appointment: 

  • Copies of their most recent energy bills. 
  • A list of all household members and proof of income for the last 30 days or 12 months for each member. 
  • Proof of U.S. citizenship or legal residency for all household members. 
  • Proof of disability (if applicable). 
  • Proof of Supplemental Nutrition Assistance Program (SNAP) benefits
  • Copy of current lease

HEAP SCAM ALERT
We have been notified that persons are being contact by someone claiming to represent HEAP and attempting to enroll them in a ‘fake’ new program; HEAP Connect. Prospects are asked for their HEAP account information and a small enrollment fee via debit card, which the scammer may use maliciously.
